Assistant Treasurer

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned. Maintains district chart of accounts per the Uniform School Accounting System (USAS) and the Educational Management Information System (EMIS).
 Assists the Treasurer with the maintenance of the appropriation measure of the Board of Education.
 Assists the Treasurer with the cash management/investment program.
Oversees accounting functions including receipt, accounts payable and annual vendor reporting, i.e 1099 processing and accounts receivable process.
Responsible for the month-end closing process including reconciliation of accounting, payroll, and benefit bank accounts.
Oversees collection of data for the District Comprehensive Annual Financial Report (CAFR). Assists with preparation of the CAFR.
Assists the Treasurer with the oversight of construction budgets and related accounting procedures.
Assists the Treasurer with maintenance of the debt schedule and payment of bonds.
Assists the Treasurer with preparation of the agenda for Board of Education meetings.
Assists the Treasurer with monitoring of State revenue sources and related charges.
Assists the Treasurer with records retention/public records requirements.
Maintains the district fixed asset system.
Assists the Treasurer with the budget development process.
Assists with state and federal program controls, reporting, and cash requests.
Oversees online payment systems including student fees.
Coordinates state tuition and reimbursement programs, i.e. catastrophic cost, excess cost, foster children, etc. and contract services budgeting with Office of Student Services.
Oversees employee health, dental and life insurance, pension, and worker’s compensation budgets and payment processing.
Develops and updates a current accounting policy and procedures manual.
Develops procedures and internal control systems for all accounting-related functions, including form development and revisions.
Trains and advises district office and building personnel in treasurer’s office policies, technology enhancements, and district policies.
Performs periodic audits of the accounts payable system to ensure accuracy.
Assists administration in gathering data and preparing cost studies as needed.
Works with the payroll department to ensure the accuracy of employee salary and fringe benefit budgeting/reporting and to meet cash transfer/banking requirements.
Processes refund checks.
Prepares bank deposits.
Handles inquiries and requests from district employees regarding a variety of accounting-related areas.
Assists audit team, as needed.
Serves as backup for the daily duties of the Treasurer in his/her absence.
Carries out assignments in a professional manner and maintains a high standard of due professional care in all work performed.
Other related work as assigned by the Treasurer or designee.

SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the district’s policies and negotiated
agreements. Responsibilities include training employees, planning, assigning, and directing work,
addressing complaints, and resolving problems.

EDUCATION and/or EXPERIENCE
Bachelor’s degree in accounting/business required. Associate degree in accounting/business considered
with appropriate work experience. CPA is a plus. Eligibility for or possession of an Ohio School District
Treasurer’s license is a plus. Experience in a school district treasurer’s office in Ohio or the Auditor of State
Office preferred.

LANGUAGE SKILLS
Ability to communicate effectively with students, parents, colleagues, and administration. Ability to read
and interpret documents such as reference manuals, Board policies, and procedures manuals. Ability to
read and comprehend simple instructions, short correspondence, and memos. Ability to write simple
correspondence. Ability to respond to common inquiries or complaints from students, parents, agencies,
teachers or members of the school community. Ability to effectively present information to
administration, staff, public groups, and/or Board of Education.

OTHER SKILLS AND ABILITIES
Ability to apply knowledge of current research and theory based on school objectives. Ability to establish
and maintain effective working relationships with students, peers, parents and community. Ability to
speak clearly and concisely in written or oral communication. . Understanding/knowledge of and
experience using PC and desktop applications and competency (e.g., Google Apps, Microsoft Office, etc.)
Ability to perform duties with awareness of all district requirements and Board of Education policies.
