2022-23 Special Education Supervisor/Consultant


The CCESC is seeking a Special Education Supervisor/Consultant for the 2022-2023 school year. The position involves providing managerial oversight of a variety of special education programming. The ideal candidate will have a solid knowledge of the Ohio Operating Standards for the Education of Children with Disabilities, specifically the offering of FAPE and the ETR/IEP process. The candidate will also have a deep understanding of working with and supporting the work of the school psychologist, intervention specialist and paraprofessional.

Successful candidates will have a Master’s Degree in Special Education or related field and possess an Ohio Department of Education Administrator License. A background in school psychology is preferred but not required.

REPORTS TO:                    Director of Special Education


POSITION DESCRIPTION: The Special Education Supervisor/Consultant provides instructional program planning and leadership to special education teachers, support staff, and administrators in the education of children with disabilities. This includes participating in the selection of staff, providing consultation and professional development to staff, coaching and evaluation of staff. The Special Education Supervisor/Consultant engages in program design and coordination of special services with client districts. The Supervisor/Consultant assists the educational team in providing and maintaining a safe and nurturing learning environment for all students, and maintains high level of confidentiality of students, parents and staff.

MINIMUM QUALIFICATIONS:  To be qualified for this position, applicants must be 18 years of age or older and possess:

·         Master’s degree or higher;

·         Ohio Department of Education Administrator License (i.e. Principal, Administrative Specialist);

·         Three or more years of teaching experience;

·         Acquire and maintain OTES credential

·         Experience and/or training which evidences thorough knowledge of special education programs;

·         State and Federal Background checks free of infractions as required by Ohio law and Board Policy;

·         Ability to provide appropriate references;

·         Ability to obtain and maintain certification in crisis prevention intervention and de-escalation techniques;

·         Ability to maintain a high degree of confidentiality;

·         Willingness and ability to work as a team member and with the public;

·         Ability to exercise independent judgment;

·         Computer expertise appropriate to the position;

·         Effective and demonstrated problem solving, critical thinking, analytical, oral and written communication, and organizational skills;

·         Valid driver’s license and provide own transportation;

·         History of strong work record, including good job attendance; and

·         Documented evidence of participation in mandatory annual trainings (i.e. SafeSchools).

·         Supervises the following special education programs:

o   Preschool

o   Orthopedic and/or Other Health Impairments

o   Emotional Disturbance

o   Autism/Social Communication

o   Hearing Impaired

o   Visually Impaired

o   Speech and Language Services

o   Psychological Services

o   Occupational and Physical Therapy Services

o   Other program areas as added (i.e. Interpreters, Nursing, etc.);

·         Visitation of classroom teachers to assist in the development and implementation of effective teaching techniques, classroom management skills, materials, and equipment to help each student with a disability reach individual program objectives;

·         Provide consultation and assistance, through observation and discussion to educational personnel to assure continuity among evaluation data, the Individualized Education Program, and daily lessons;

·         Assist in parent conferences, development of the Evaluation Team Report, Individualized Education Program and periodic reviews to assure that appropriate special education is being provided for children with disabilities;

·         Evaluates, in cooperation with building administrators, all certified and classified staff hired by the Clermont County Educational Service Center;

·         Work cooperatively with staff members, including IEP team members, teachers, administrators and parents;

·         Establish and maintain open communication with educational team members;

·         Assist in the development of educational and accountability procedures, curriculum, program design and staff development, and implementation or modification of instructional or classroom management strategies;

·         Provide in-service training/professional development to special education personnel, related service personnel, parents, tutors, assistants, administrators and general education personnel regarding the education of children with disabilities;

·         Assist in the selection of new employees to be hired for CCESC vacancies;

·         Assist in the establishment and implementation of school policies and procedures relating to federal and state laws for special education and chapter 3301-51 of the Administrative Code;

·         Provide information to school personnel regarding state and federal laws and regulations and other topics essential for the delivery of services to children with disabilities;

·         Assist school districts in complying with state and federal educational mandates;

·         Assist school districts in completing and/or implementing state plans and reports;

·         Assist districts as needed in the ongoing implementation of child information management system procedures utilized in the identification, evaluation, Individualized Education Plan development, placement, and periodic review of children with disabilities;

·         Evaluates, on at least an annual basis, the strengths and weaknesses of the assigned special education programs and communicates this in a report to the Director of Special Education;

·         Lead the educational team and/or participate as an educational team member in the Multi-Tiered Systems of Support processes;

·         Complete required paperwork in a timely fashion;

·         Engage in crisis prevention intervention and de-escalation strategies as necessary;

·         Operate office machines, technology and equipment appropriate to the position;

Be in attendance every regular work day, excluding long-term illnesses, medical leaves, and other unique circumstances;
Maintain strict confidentiality regarding all district, personnel and student information as required by federal, state and local policy;
Be able to be adaptable and flexible with changes, updates, processes, and procedures;
Assumes other responsibilities assigned by the Director of Special Education and/or those requested by districts and endorsed by the Director; and
Perform other tasks, consistent with the position, as may be assigned by Superintendent and/or designee.


Must interface with staff, community, and other school administrators in small and large group settings.
Must be willing to work non-standard work hours.
Must be willing to attend meetings/conferences that require overnight travel.
·         Participate in educational research activities.

·         Provide professional development for ESC and district staff.

·         Serve as a role model for students in how to conduct themselves as citizens and as responsible, contributing members of society.

·         Help instill in students the belief in and practice of ethical principles and democratic values.



Knowledge of: IEP and ETR development, research-based best practices, crisis response, Multi-Tiered Systems of Support; various academic and behavioral interventions, assessment, child development, public education, content standards, differentiated instruction; local resources, board policies and procedures, building policies and procedures, staff handbook, Licensure Code of Professional Conduct for Ohio Educators, appropriate school law, and requirements of the Ohio Department of Education.


Ability to: Interpret policies, procedures and regulations; follow instructions; communicate effectively; provide consultation; facilitate meetings, problem solve; lead/coach professional staff; build consensus, collect and analyze data; plan; schedule; organize; operate office equipment and other related technologies; move/lift moderate amounts of weight up to 50 pounds, and maintain equipment.


Skill in: Consultation, problem solving, observation, coaching, leadership, effective communication; use of computer and appropriate software applications (Microsoft Office or equivalent), printer, and other customary equipment.

Occasional: Balancing, stooping, kneeling, crouching/squatting, bending, twisting/turning, reaching above shoulders, regulating emotions, and moving/lifting amounts of weight up to 50 lbs.

Continuous: Reading, writing, problem solving, concentration, attention to task, task completion, memory, hearing, seeing, organizing/planning and following directions.



Occasional:  Exposure to fumes/airborne particles, inclement weather driving conditions, loud noise, repetitive hand motions, students with challenging behavior, offensive odors, blood borne pathogens, contagious diseases, bodily fluids and tissue, and aberrant and dysfunctional behaviors which could be potentially harmful.


Frequent: Travel between job sites.


Employees are required to follow all district safety rules and procedures, and participate in school safety training when requested.
